Upper Bear Creek Council Forum 9/27/11
The Upper Bear Creek Council will hold a forum on 9/27/11 from 7:30-9:00pm at the Woodinville Water District Office (17238 NE Woodinville-Duvall Road).
AGENDA
King County Department of Transportation, Rick Brater, Manager of Engineering Roads Division will provide an overview of a proposed delivery plan to the unincorporated road network and its impacts on citizens.

Avondale Road Work to Start 4/6/10
This just in from King County Roads:
The grinding on the Avondale test project south of NE 151st St. is expected to start tomorrrow. It is estimated to take 5 days to complete the work. This depends on how many passes they have to make to level the surface. “It will be a learning experience for all of us.” states Rick Brater.

Avondale Road Work – Could Start As Early As April 2010
King County Department of Transportation is in the process of awarding the Next Generation Grinding contract to Penhall Company for application on the test patch. This process involves the Contractor providing the required insurance and bonding along with the actual signing of the contract. This process can take as long as six weeks but four is the norm. Once this is done the county will meet with the Contractor and work out the schedule for the project. The county is estimating early April to be the earliest time work will begin on Avondale.

Excellent Meetings held with top level King County Officials!
November 12, 2008: Avondale Committee members met with top level King County staff at the Avondale Bible Church to explore options to improve safety and mitigate noise. Linda Dougherty, KC Roads Division Director and Harold Taniguchi, KC Transportation Director provided technical and budgetary information about resurfacing options. We discussed and evaluated the County’s proposal to do a “Pilot Program” in 2009 which would involve doing extensive preparation work and an overlay on 300 feet of Avondale. The Roads Division has inserted estimated funding of $284,000 for this project in the current budget while options are being evaluated and refined. Walter Scott, the asphalt rubber (AR) advocate who was instrumental in obtaining the 520 AR test patch, described the advantages of using AR and success rates in Arizona and other states. Christine Jensen, Policy Director for Kathy Lambert attended and confirmed the support of their office for Avondale improvements. Nancy Stafford of the Upper Bear Creek Community Council offered helpful history on prior efforts to repair the road. The 2-hour meeting was very productive and a fine example of teamwork between the County and the community.
November 14, 2008: After hearing the Avondale Committee present their case for road improvements at his Joint Forum held October 28th, King County Executive Ron Sims asked to meet with the Avondale Committee about their concerns. We had an extremely positive and productive meeting in Executive Sims’ office in the Columbia Tower. All the attendees of the November 12th meeting were present including Linda Dougherty, KC Roads Division Director and Harold Taniguchi, KC Transportation Director, along with King County Deputy Executive, Sheryl Whitney. After reviewing noise and safety concerns, technical options, the Pilot Program, an AR overview by Walter Scott and the budget, Executive Sims asked to see budgetary estimates for completing a longer segment of the road. The Avondale Committee stressed the desire to complete the project in one phase to save cost and delays (rather than do an initial Pilot Program). We are very appreciative of the time and efforts devoted by King County staff members in researching and evaluating the various options and to Executive Sims for providing a leadership role in finding a solution. We are currently waiting to hear from the County about cost estimates and the feasibility of doing a longer “test area”. We are very encouraged by the response of the County and their willingness to work with the community!
The County is also exploring installation of permanent speed radar signs which will flash when you are above the speed limit. Research has shown the slower you drive, the quieter and safer it is.

Sims to host joint forum for King County
Unincorporated Area Councils
King County Executive Ron Sims will host a joint forum to meet with the six King County Unincorporated Area Councils (UACs). The public is encouraged to join Executive Sims, other elected officials, King County department directors, and residents and members of the UACs as they discuss various issues facing their communities.
The Upper Bear Creek Community Council is co-hosting the event.

The purpose of the annual forum is to meet with the residents in the unincorporated areas to discuss King County issues. Each of the six UACs will be invited to make presentations on the issues of greatest concern to their communities.
The six King County UACs include the Four Creeks Unincorporated Area Council, Greater Maple Valley Area Council, North Highline Unincorporated Area Council, Upper Bear Creek Community Council, Vashon-Maury Island Community Council and West Hill Community Council.

We encourage anyone interested to join us to participate in discussions about ways to improve Avondale. At the next meeting, we will be discussing such topics as additional website content, speed enforcement measures, upcoming meetings with elected officials, and publicity for our campaign and website.

Meetings Planned with Elected Officials
The Better Avondale committee is meeting with State Rep. Roger Goodman the week of May 20th. In an email last week, Rep. Goodman said, “I stand ready to help in any way I can.”
A representative from State Rep. Springer’s office may attend as well. He is very interested in our project to improve Avondale. Rep. Goodman stated that “Rep. Larry Springer, is also well positioned to help you, as a member of the House Transportation Committee.” The Better Avondale Committee is grateful to Jeb Shepard for attending our 4/22 public forum and arranging the meetings with our State representatives.
Councilmember Kathy Lambert has already scheduled a meeting with the County Roads Division to discuss options for Avondale Road. She has written our committee to confirm her support and plans to meet with us after her discussion with the County. We expect those meetings to take place in June. The Better Avondale Committee appreciates the attendance of Christine Jensen, Policy Director for Kathy Lambert, at the public forum on April 22nd. Christine has been instrumental in arranging the meeting between her office and the Roads Division.
